On the contrary to many other flag states within the EU, the authorities in the Netherlands do not require mandatory periodical inspections in case a vessel has an ICP document registered to its name.
It is the responsibility of the boat owner him/herself to technically maintain the vessel in tip top condition.
Same goes for safety equipment. There are no (minimum) requirements with regard to available safety equipment on-board the ship. And in all honesty, which sane sailor crosses the Mediterranean sea without communication equipment and enough lifejackets for all people on-board!
